Primarily because "inelastic scattering" depends on Fourier Transforms, and the number of people outside of the scientific community who understand this is exceedingly small. A mainstream media outlet is not going to generate ad revenue and increase subscriptions with this line of discussion.

While reading about Zeeman effect and Stark effect, I think that this might be a cause
of the very high redshifts of quasars.

That is because these effects are blue-shifts and red-shifts. The "intrinsic redshift" that
Halton Arp talks about, might be caused by very strong electric and/or
magnetic field of the quasar itself.

As likely as any of the other theories that are out there,
imo.
