Bit of a difficult read due to translation issues, but I find it interesting. Much, if not all of it, aligns with the snippets of info that Wal Thornhill mentions in several of his pages on the subject of relativity and pioneers of EM theory prior to relativists such as Einstein. I think I can see where Wal's electron/dipole deformation is part of this with respect to the relativists' claim of increase in mass as explaining the electron's resistance to further acceleration beyond a certain point. And, certainly, the differences of longitudinal vs transverse manifestation or transmission of energy/power.

Haven't heard of this gentleman's name mentioned anywhere on the boards here; Nikolay K. Noskov.
