Don't confuse between Electromagnetic Radiation and a Electromagnetic Field.
Two entirely different things.
An Electromagnetic Pulse creates an expanding transient magnetic field for the duration of the pulse that, might, expand with a velocity of pi/2 x c.
In a sense it would be a magnetic shockwave from an expanding magnetic field pushing against the surrounding magnetic field.

Much as an ocean wave (in open water, not compression against a shore) doesn't actually carry a volume of water with the wave yet the volume of water is disturbed as the wave passes. Likewise, the plasma is disturbed into glow mode as the front of the electromagnetic field passes through any given region of plasma but the plasma isn't carried along with the field. Same as air isn't carried along with a radio transmission.

Remember Newton's Cradle?
Note how the force is transfered through the line of balls nearly instantaneously while the velocity of the incoming ball striking the line is obviously slower than that.

He measures a 1/4 wave propagation on a two stage Tesla Coil at 126% c!

He is measuring a electrostatic phenomenon which clear from the two stage coil design.

This paper describes producing superluminal photoelectrons with a laser plasma source.

An ultrawideband electromagnetic pulse transmitter initiated by a picosecond laser

In order to increase the energy of photoelectrons, a high-transparency metal mesh to which a voltage was applied was mounted near the reflector surface. Electrons accelerated in the interelectrode gap penetrate into the space behind the mesh anode, where they form a current pulse normal to the mesh surface. The front of the photoelectron current runs along the anode surface with faster-than-light (superluminal) speed and provides the in-phase summation of radiation fluxes from elementary sources.

This paper describes a phase-conjugate "mirror" theory to show a superluminal pulse.

We theoretically analyze wave packet transmission through a phase-conjugating mirror and show that the transmission of a suitably chosen input pulse is superluminal, i.e. the peak of the pulse emerges from the mirror before the time it takes to travel the same distance in vacuum. This pulse reshaping effect can be attributed directly to the dispersion relation in the nonlinear medium constituting the mirror. Thus, for the first time a connection is laid between optical phase conjugation and superluminal behavior. In view of its additional amplifying ability, a phase-conjugating mirror is a most promising candidate for an experimental observation of tachyonic signatures.
