As the theory states, outward pressure is created that opposes the inward force of gravity. If the outward force wins and overcomes the force of gravity, the atoms in the gas will never be compressed enough to undergo nuclear fusion.
:? now I am confused again, err, still.... :?

I thought the outward pressure of standard model was from the nuclear activity at the center? ;)

What is causing the outward pressure before that? :?

Yes that is true.
What is causing the outward pressure before that?
Nuclear fusion at the center, before that there is gravitational collapse. The quote would be more clear if the word "undergo" was replaced by "maintain." At least, that is my interpretation.
At the start when nuclear fusion begins, if the outward pressure is too great then it cannot be maintained. I think that Steve Smith is making a rhetorical statement (since we know that he does not believe that this process is possible). He is writing about maintaining a balance between outward and inward pressure, within the context of the consensus model, so that a star can be formed and continue the stellar fusion process for millions or billions of years.

The outward pressure is from thermal radiation, according to the standard theory.

Sparky left off the first part of the quote:

It's why the dust has to be super cold, the nebulous they say.
