Because when there are vast, nearly perfectly hidden conspiracies, naturally the conspirators would mess up and leave photos of themselves on their website. Servicing a rover that doesn't need to work because it's fake.

Two possible explanations as I see it...

One says that at least some people at NASA (which is a big govt. agency) are not happy about our space program being made into a black op and are deliberately leaking images here and there.

The other says that NASA employees were simply laser-focused on their primary function (assisting muslims with their self-esteem issues) to notice an occasional image like the one with the technicians shadow slipping through.

The first hint that NASA might have some sort of a presence on Mars in the form of a black op came several yeas ago with the obvious footprint seen in an image titled PIA04995:

from the link it looks like the tracks are from the rover, if so, the scale is discernible

No idea what the tracks are from, possibly some sort of a push dolly. Figuring scales in these images is difficult because from foreground to background often appears to be several miles.
